                                                                                                                                                                               The Problem 

The common problem in law enforcement that requires conflict resolution is on-the-job concerns with gender discrimination, specifically gender disparities against women law enforcement officers. The culture of policing has been defined as an environmental setting that predominantly caters to males. For a female, adapting to a predetermined setting that is not defined to be responsive to the needs of the woman is a difficult task to achieve. The female officer may have the existing challenges that come with adapting to the career but also experience additional challenges that male counterparts will not experience. The experience could be compared to two individuals being placed outside in 40-degree weather. One has on a jacket and the other does not. The two will function but the one without the jacket may function with more difficulty due to the conflict that the individual is facing from not having on a jacket and facing the weather conditions. According to Angehrn et al. (2021), women in policing experience extreme organizational stressors that affect them psychologically due to multiple issues such as underestimation of their physical abilities, sexually offensive behaviors, and vulgar/offensive language. The biased behavior includes sexual harassment, and being made to feel lesser than male colleagues (Angehrn et al., 2021). The obstacles mentioned create conflict for the female law enforcement officer.

Identified concerns indicate that there are trials that female law enforcement officers face that create a conflict in the ability of the officer to achieve and function on the job. An example of this modern-day conflict occurred in New York City. According to NBC News, a New York City Police Captain has been accused of abuse and discrimination towards female officers for many years. Litigation was awarded to the victims and the abuse ranged from sexual abuse to violation of labor laws (Siegel & Weichselbaum, 2023). The ongoing abuse has occurred from 2013 to the present. Cummings, (2023) states the Captain has been accused of bias against women police officers and the recent revelations have uncovered a disturbing trend of abuse of women police officers in the NYPD. NBC News also states that researchers uncovered that there were 87 cases of abuse and 27 accused perpetrators were promoted in rank after the investigation (Cummings, 2023). The conflict created is experienced on a group and individual level. The female officer who is encountering the conflict and women in policing or women who are considering a career in policing possess concerns about having negative experiences as police officers or if the career is chosen. The manifestation of the conflict women experience in law enforcement due to gender biases originated in the United States just like any other region in the world. Globally, law enforcement was considered to be a gender role that men occupied. The first female law enforcement officer in the country was appointed in 1882. According to Flora Foster was a women matron in the New York City prison. In policing, “Though their presence in the police force dates back to the beginning of the 20th century, it’s only been noticeable in the past 40 years. In the 1970s, women accounted for roughly 2 percent of sworn officers, with most of the women holding clerical positions” ( NBC News reports that it took until 1972 when NYPD decided to allow women police officers to work outside of the precincts and to patrol. There was resistance from all sources including other women. Affording women the ability to perform duties equal to their male counterparts was originally approached as a pilot program. The late Lucille Burrascano was the pioneer. Resistance to her presence on the street created conflict but was overcome by Federal regulations. Title IX mandates threatened to de-fund departments that did not afford female officers opportunities to work on equal levels as male officers

Good afternoon, everyone.  Welcome to our first week of the discussion board. I know we’re all excited! Before I jump onto this week’s discussion board, I would like to share some encouraging words from our Lord. “May the God of hope fill you with all joy and peace in believing, so that by the power of the Holy Spirit you may abound in hope” (Romans 15:13, ESV). In this week’s discussion post, we’re asked to post our statement of the problem that we’re going to discuss in our first writing assignment, “Conflict Resolution: Part 1- Problem Description Assignment.”  In today’s society, I think the biggest conflict that needs a quick resolution is improvement in recruitment and retention efforts by law enforcement agencies across the United States.


Lack of Adjustment in Recruitment and Retention Efforts

This is a law enforcement problem that hits home for me.  I have been a law enforcement officer in the state of North Carolina for nearly 17 years, and I have law enforcement agencies suffering so badly from their lack of ability to recruit or retain their former employees.  When I started law enforcement in 2006, you had to almost beg to be hired for a position in law enforcement. Conflict Resolution: Part 1 Problem Description Assignment  Law enforcement agencies across the state of North Carolina are crumbling due to their inability to change their recruitment or retention efforts before their department staffing levels drop to a critical level.  In 2021 a survey was conducted by the Police Executive Research Forum, which found that there was an 18% increase in the resignation of law enforcement officers, and a 45% increase in law enforcement officers opting to retire from their careers earlier than their original assigned date (The Link, 2023).  The most prominent reasoning for these officers leaving the law enforcement field was the following: seeking better employment outside of law enforcement, oversaturation of negativity surrounding law enforcement, pandemic fatigue, and being encouraged by their families to change careers (The Link, 2023).  The same survey found 78% of all reporting agencies reported having difficulty recruiting eligible candidates, citing fewer candidates applying for law enforcement positions (The Link, 2023).  Over half, 65%, of the agencies stated that recruiting efforts were more difficult than in the past, with 50% of the agencies having to change their policies to increase the number of qualified candidates that could apply (The Link, 2023).

The problem of recruiting and retaining law enforcement officers is not only effecting law enforcement agencies but also the surrounding communities. Scott Erickson, the Arthur of “Addressing the Challenges of Recruiting and Retention in-law Enforcement,” pointed out how communities are being affected by low staffing issues in their law enforcement agencies. Mr. Erickson stated that law staffing problems are contributing to increased crime rates and social dysfunction in communities (Erickson, 2023). Fewer officers lead to a skew in crime statistics because they’re aren’t enough officers to report actual crime data, which may affect departments in grant funding from the government. According to Mr. Erickson, police departments are adopting policies that incentivize law enforcement officers’ careers, which had led to an increase in state and local government budgeting, and some of the smaller governments are unable to compete with larger governments (Erickson, 2023). In the Bible, our Lord tells us the following: “Blessed are the peacemakers, for they shall be called sons of God” (Matthew 5:9, ESV).  The level of morale amongst America’s law enforcement officers is at an all-time low.  Law enforcement officers do not feel the need to continue in their careers because they’re led to believe that their peers hate them.  The mainstream media consistently portrays law enforcement officers in a negative light, leaving them no reason to believe that they’re needed, wanted, or cherished in their communities.  Christians need to band together and remind law enforcement officers of the word of God and encourage them to continue.  Remember the Bible tells us to do the following:  “Therefore encourage one another and build one another up, just as you are doing” (1 Thessalonians 5:11, ESV).
